I am excited to announce that I am running for Town Supervisor in the upcoming election. It is a privilege to run alongside Maureen Borsella, who is seeking the office of Town Clerk also on our local Neighborhood Party line. 

 

For the past 15 years, my wife Theresa and I have raised our four children here in Pelham. My connection to Westchester County spans nearly 50 years, having grown up nearby in Pleasantville. Today, two of our kids attend Pelham High School, one the Middle School, and our youngest is at Siwanoy. Having participated in almost every activity and service the Town offers, I am running for Town Supervisor to preserve what we all love about Pelham while making smart investments to enable the Town to remain one of the County's most desirable places to live.

 

The Pelhams’ municipal structure is complex. Our two villages (Village of Pelham and Village of Pelham Manor) deliver most essential services such as police, fire, trash, street paving and snow removal while the Town of Pelham fulfills the services the villages choose not to provide. What that means in practice is the Town and its Supervisor (the role for which I am running) oversee the rec department, EMS, court, library, tax assessments and collections.

As illustrated above, the Town is the smallest of our local tax liabilities. What is concerning – and the impetus for me running for Town Supervisor – is that Town’s tax growth and budget has exploded in recent years with no real end in sight. The Town has exceeded the state mandated tax cap in each of its last three budget years and the future looks bleak for taxpayers with several proposed large scale projects potentially on the near-term horizon such as:

 

 

Rather than maintaining the Town’s focus on just a few core services with minimal overhead – and its historical tax status as a “rounding error” – I am deeply concerned that the current Town Council and Supervisor envision a more expansive approach to our Town government that portends even higher budgets, tax increases and potentially debt in our Town’s future (for the record, I am 100% committed to keeping the Town of Pelham DEBT FREE!). In addition to the potential capital projects mentioned above, the Town Council has also recently discussed hiring a Town Administrator despite its small size and scope of operations (we have the 2nd smallest budget of the 19 towns in Westchester and only 4 currently employ a Town Administrator at an average salary of more than $190,000 plus additional pension and benefit expense). 

 

As a long-term resident and candidate of our local Neighborhood Party, my priority is Pelham without any outside allegiances or influences. I am focused on the Town delivering its core set of exceptional services with minimal tax increases and no debt. We have significant tax and debt growth across most of our other local municipalities and it’s imperative that the Town not become yet another financial burden to our taxpayers. With an MBA in Finance and 25-year career thereafter —serving as a COO, CFO, private-company Board Member, and currently Managing Director at a commercial bank overseeing a $1 billion loan portfolio—I have the executive leadership experience needed to make the difficult capital allocation and organizational decisions to get the Town back on a more sustainable financial path.

 

Maureen and I look forward to meeting you all over the next few months on the campaign trail and listening to the issues that matter most to you and your families. We are both committed to Pelham and all that makes it unique, but also will be realistic and decisive about the challenges we are facing, especially as it relates to the Town’s long-term fiscal management. 

 

P.S. In addition to taking a leadership role in local government fiscal responsibility, as Town Supervisor, I plan to address other pressing issues across the Town such as lack of parking and intrusive development so please stay tuned!
